Did the US government have an official policy to exterminate native Americans, even during Lincoln's time?

Not to exterminate but rather to assimilate. Assimilation policies have actually been around in one form or another before the US was even in a country. I'm not saying it's morally justified I'm just saying the same paradigm used by white Americans towards natives was not new, it was a continuation of Euro-centric colonial expansionism.
