The Dreadnought (evil race truck) in the movie Death Race.?

In the last race of the movie the "evil" warden unleashed a big az truck armed with guns, flamethrowers, spikes, drag chains & a tank turret cannon. Was it operated by prison guards? Or was in operated by the inmates who where probably promised freedom?
