Why has the time seep strategy in Pokemon heart god not worked for me?

The time sweep is going to 11:59 pm then wait a minute for a day to roll over. Doing it 70 times to get Shelgon while having 21 peak objects. Is it because the warden has not called about the second set of objects yet
