Does the Dragon Age Origins Downloadable Content (e.g. Warden's Keep) scale with your level?

I got the quest for Warden's Keep at around Level 6/7. I was wondering if I decided to download the content/do the quest at around Level 20, would the enemies still be around Level 6/7 or would they scale with the level I am? Is this the same for all of the downloadable content?
